The
Recruitment Branch is concerned with direct recruitment by selection to all
Group ‘A’ and Group ‘B’ posts of the services of the Union (including
Union Territories) except those exempted under the provision of the UPSC
(Exemption from Consultation) Regulations, 1958 as amended from time to time.
The Recruitment by Selection is made by one of the following methods:
1.
By Interview only
2.
By Written Test followed by Interview:
A major portion of recruitment is handled in the Recruitment Wing by
method (1) above.
Total number of applications received, number of candidates interviewed & number of candidates recommended through Rectt. by Selection for the years 2002-03 to 2004-2005 is given at Appendix-II.
COMPOSITION
OF THE RECRUITMENT WING:
The Recruitment Wing is headed by an officer of the rank of Joint Secretary (R) who reports to a Additional Secretary to the Commission. He is assisted by a number of Deputy Secretaries/Under Secretaries/Desk Officers in the work relating to the Recruitment. At present the entire work relating to recruitment is spread over 14 Sections/Units.
RECRUITMENT
PROCEDURE:
The
main stages involved in the selection of candidates are as under:-
(a)
The requisitions for recruitment to the
post(s) are first received in Recruitment Advertisement & Recruitment
(Information for candidates) [RA (IFC)] Section. The same are registered,
serially numbered and processed after examining the requisition in detail.
(b)
Contacting Personal Contact (PC)
authorities by the concerned Scrutiny Sections in cases wherein posts are
reserved for SC/ST candidates also.
(c)
Preliminary Scrutiny of applications for
shortlisting candidates to be called for interview and including it in the
interview programme.
(d)
Initiate action to call for Ministry’s
comments with regard to persons who have been shortlisted to be called for
interview and issue of summon letters to candidates; calling of ACRs of Govt.
Servants.
(e)
Submission of file to the President of
Interview Board and checking of certificates/diplomas/degrees produced by the
candidates in proof of date of birth and educational qualifications claimed
etc., on the interview date.
(f)
Submission of Interview Board report for
counter signature of Hon’ble Chairman.
(g)
Issue of Recommendation/Advice Letters
to the requisitioning Ministries/ Departments and certain papers to Research and
Statistics Section for purpose of monitoring the data and other related
information and publishing the result in the Employment News.
(h)
Follow up of the Recommendation Letters.
(i)
Receipt of assessment report in respect
of candidates recommended; and
Disciplinary
and other cases against candidate relating to recruitment are also handled by
the Rectt. Branch.
