UNION PUBLIC SERVICE COMMISSION INVITES APPLICATIONS FOR THE FOLLOWING POSTS

1. (Ref.No.F.1/112/2009-R-IV) One post of Computer Programmer in the Soil and Land Use Survey of India (SLUSI), Deptt. of Agriculture & Cooperation (NRM Division), Ministry of Agriculture. The post is suitable for PH {Hearing Impairment (Partially Deaf)}candidates. QUALIFICATION : ESSENTIAL: A. EDUCATIONAL : Master’s Degree in Statistics/Mathematics/Operations Research/Physics or Economics/Commerce(with Statistics) or Degree in Engineering/Computer Science from a recognised University or equivalent. B. EXPERIENCE: Seven years’ experience of electronic data processing work, out of which at least three years experience should be in actual programming on an electronic computer. DESIRABLE QUALIFICATION: i) Formal training in computer programming/system design/analysis. ii) Experience in the use of remote sensing imageries in soil and land surveys. DUTIES: Development of suitable software programmes for customized output based on data base generated through various kinds of soil survey. Digital image analysis and data banking using satellite imagery, GIS and RDBMS. ICT infrastructure for Web services alongwith other software and hardware. HQ. Any Regional Centre of SLUSI.

2. (Ref.No.F.1/182/2006-R.IV) One post of Master (Computer Science) in Rashtriya Indian Military College, (RIMC), Dehradun. Ministry of Defence. The post is reserved for ST candidates. QUALIFICATIONS : ESSENTIAL: A.EDUCATIONAL: Master’s degree in Computer Science form a recognized University or equivalent. OR Master’s degree in Maths/Science with Post Graduate diploma in Computer applications from a recognized University or equivalent OR Master’s degree in Maths/Science with B.Sc.(Computer Science) from a recognized University or equivalent. B.Experience: Three years’ teaching experience in a recognized Educational Institution. DESIRABLE QUALIFICATION: Proficiency in games/cultural activities. Excellent verbal and written communication skill in English. Computer literacy. Experience in residential Schools. DUTIES: To impart academic training to cadets, supervise their games and co-curricular activities and be responsible for their discipline, turnout and progress. HQ: Dehradun with liability to serve anywhere in India.

3. (Ref.No.F.1/101/2009-R.II) One post of Sr.Scientific Officer, Grade-I(Instrumentation) under Directorate General of Quality Assurance, Deptt.of Defence Production, Defence Quality Assurance Service, Ministry of Defence. The post is suitable for PH.{Hearing Handicapped and Orthopaedically Handicapped/locomotor disability or cerebral palsy(One Leg Affected)} candidates. QUALIFICATION: ESSENTIAL: A. EDUCATIONAL: Master degree in Science in Electronics/Applied Physics/Physics/Opto Electronics or Degree in Engineering/Technology in Electronics/Instrumentation from a recognized University or equivalent. B.EXPERIENCE: Four years’ practical experience in Production/Development/Quality Assurance in the relevant field. DESIRABLE QUALIFICATION: i) Doctorate degree in Science or Master’s degree in Engineering/Technology in Opto-Electronic/LASER/Thermal Imaging. ii) Knowledge of German, French, Russian, Japanese or Chinese language. DUTIES: i) Preparation of specifications and vetting of documents pertaining to procurement of items/stores. ii) Technical evaluation, testing inspection and Quality Assurance activities of equipments, systems/sub-systems and stores indented by the Service pertaining to the relevant discipline. iii) Creation of test facilities as per various laid down standards/specifications. iv) Value Engineering studies of items/stores. v) Product improvement, Indigenisation and development work on systems/products. vi) Interaction with the Industry and preparation of capacity/capability reports. vii) Technical documentation and Administration of test labs. HQ: Liable to serve anywhere in India or outside. ANY OTHER CONDITIONS: Any Officer appointed to the service, if so required shall be liable to serve as a Commissioned Officer in the Armed Forces for a period of not less than four years including the period spent on training, if any. Provided that such officer:-a) shall not be required to serve as aforesaid after expiry of ten years from the date of appointment to the service or from the date of his joining prior to the commencement of the existing rules; and b) shall not ordinarily be required to serve as aforesaid if he has attained the age of forty years.

(Ref.No.F.1/100/2009-R.II) Four posts of Senior Scientific Officer, Grade-I(Armament) under Directorate General of Quality Assurance, Deptt.of Defence Production, Defence Quality Assurance Service. Ministry of Defence. Out of four posts, one post is reserved for OBC candidate and remaining three posts are unreserved. These posts are suitable for Physically Handicapped {Orthopaedically Handicapped/Locomotor disability or cerebral palsy(One Leg Affected)} candidates. QUALIFICATION: ESSIENTIAL : A. EDUCATIONAL: Master degree in Physics or Degree in Mechanical Engineering/Production/Industrial/Manufacturing Engineering form a recognized University or equivalent. B. EXPERIENCE: Same as in item No.3 above. (Ref.No.F.1/106/2009-R.VI) Two posts of Senior Scientific Officer, Grade-I in Gentex discipline in the Directorate General of Quality Assurance, Department of Defence Production, Defence Quality Assurance Service, Ministry of Defence. Out of two posts, one post is reserved for OBC candidate and remaining one post is unreserved, The post is suitable for PH. persons with disability of Hearing Handicapped. QUALIFICATION: ESSENTIAL: A.EDUCATIONAL: Degree in Metallurgy Engineering form a recognized Univ. or equivalent. B. EXPERIENCE: Same as in item No.3 above. DESIRABLE QUALIFICATION: i) Master’s degree in Metallurgy Engineering from a recognized University or equivalent. ii) Knowledge of German, French, Russian, Japanese or Chinese Language. (Ref.No.F.1/108/2009-R.VI) Seven posts of Senior Scientific Officer, Grade-II (Engineering) in the Directorate General of Quality Assurance, Department .of Defence Production, Defence Quality Assurance Service, Ministry of Defence. Out of Seven posts, two posts are reserved for OBC candidates and remaining five posts are unreserved. Out of Seven posts, one post is reserved for Physically Handicapped persons with disability of Hearing Handicapped (HH) or Orthopaedically Handicapped/locomotor disability or cerebral palsy with one Leg affected(OL) of any community. QUALIFICATION: ESSENTIAL: A. EDUCATIONAL: Degree in Automobile or Mechanical Engineering or Industrial Engineering form a recognized University or equivalent. B. EXPERIENCE: Two years’ practical experience in Production/Development/Quality Assurance in the field of Vehicles/Components of Vehicles. DESIRABLE QUALIFICATION: Knowledge of German, French, Russian, Japanese or Chinese Language. DUTIES & ANY OTHER CONDITIONS: Same as in item No.3 above.

7. (Ref.No.F.1/107/2009-R.VI) Two posts of Senior Scientific Officer, Grade-I in Electronics discipline in the Directorate General of Quality Assurance, Deptt.of Defence Production, Defence Quality Assurance Service, Ministry of Defence. Out of two posts, one post is reserved for PH. persons with disability of Hearing Handicapped (HH) or Orthopaedically Handicapped/Locomotor disability or cerebral palsy, with one Leg affected(OL) of any community. The post is also suitable for PH person with disability of Hearing Handicapped (HH) or Orthopaedically Handicapped/ Locomotor disability or Cerebral palsy with One Leg affected(OL). QUALIFICATION: ESSENTIAL: A.EDUCATIONAL: B.E./B.Tech. in Computer Engineering/Computer Science/Computer Technology/or M.Sc. in Computer Science or equivalent from a recognized University or equivalent. B.EXPERIENCE: Four years’ practical experience in Software Development/Software Quality Assurance in respect of Electronics/Tele Communication or equivalent. DESIRABLE QUALIFICATION: i) Doctorate degree or Master’s degree in Engineering/Technology in Computer Engineering. ii) Knowledge of German, French, Russian, Japanese or Chinese Language. DUTIES, HQ & ANY OTHER CONDITIONS: Same as in item No.3 above.

8. (Ref.No.F.1/98/2009-R.I) One post of Specialist Grade-II (Psychiatry), Deptt. of Health CHS (Non-Teaching Specialist Sub-Cadre), Ministry of Health & Family Welfare. The post is reserved for OBC candidates. QUALIFICATION: ESSENTIAL: A.EDUCATIONAL: i) A recognized medical qualification included in the First or the Second Schedule or Part II of the Third Schedule (Other than licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of educational qualification included in Part II of the Third Schedule should also fulfil the conditions stipulated in Sub-section(3) of Section 13 of the IMC Act, 1956. ii) Post-Graduate Degree in the concerned Speciality i.e. M.D.(Psychiatry), MD(Psychological Medicine) Speciality Board of Psychiatry and Neurology (USA) DPM of 2 years course. Diploma in Psychiatry (Edin) of two years course. Diploma in Psychiatry (MC Gill) University, Montreal, Canada of two years course/D.P.M. (One year course). B. EXPERIENCE : At least three years’ experience in the concerned speciality after obtaining the Post-Graduate degree or five years experience after obtaining the Post-Graduate Diploma. NOTE I: The Medical qualifications possessed by the candidates should have the recognition of the Medical Council of India. NOTE II: In so far as post-graduate medical qualification awarded by Indian Universities are concerned, they should also find a place in the Schedules to Indian Medical Council Act, 1956 as amended from time to time. NOTE III: Holder of speciality Board of USA qualifications should complete the entire requirements of the board concerned. DUTIES: i) To conduct and guide research work in the speciality. ii) To render patient care in the speciality. iii) Any other duties that may be assigned by the authorities from time to time.ANY OTHER CONDITIONS: a) Private practice of any kind whatsoever shall not be allowed including any consultation and laboratory practice. b) The candidates selected will, if so required, be liable to serve in any Defence Service, or post connected with the Defence of India for a period of not less than four years including the period spent on training, if any, provided that: i) He/she will not be required to serve as aforesaid after the expiry of 10 years from the date of appointment or from the date of joining the service. ii) He/she will not ordinarily be required to serve as aforesaid after attaining the age of 45 years.

9. (Ref.No.F.1/118/2009-R.I) Two posts of Assistant Professor (Neurology), Specialist Gr.II of CHS (Teaching Specialist Sub-cadre), Ministry of Health & Family Welfare. Out of two posts, one post is reserved for SC and remaining one post is reserved for OBC candidates. QUALIFICATION ESSENTIAL: A.EDUCATIONAL: i): Same as in item No.8 above. ii) Post-Graduate Degree qualification in the concerned Super-Speciality i.e. D.M.(Neurology) or Speciality Board of Psychiatry and Neurology(USA) B. Experience: Three years’ teaching experience as Tutor/Demonstrator/Registrar/Senior Resident in the concerned Super-speciality in a recognized teaching Institution after obtaining the first Post-graduate degree qualification. NOTE-I, II & III: Same as in item No.8, NOTE-IV : Teaching experience in any other post like the post of General Duty Medial Officer/Medical Officer shall not be considered for eligibility purpose for recruitment to the teaching posts. NOTE-V: In the case of qualification in Super-Specialities (M.Ch./D.M.) except in the case of holders of D.M./M.Ch. of five years duration, the holders should have obtained M.D.(General Medicine) or M.S.(General Surgery) or an equivalent qualification as prescribed by the said council in its recommendations on post graduate medical examination. NOTE-VI: In the case of holder of D.M./M.Ch. qualification of five years duration, the period of Senior Post graduate residency rendered in the last part of the said D.M/M.Ch. shall be counted towards requirement of experience. DUTIES: i) To impart theoretical and practical instructions to under-graduate/post-graduate medical students. ii)To conduct and guide research work in the speciality. iii) To render patient care in the speciality. iv) Any other duties that may be assigned by the authorities from time to time. ANY OTHER CONDITIONS: Same as in item No.8 above.

10. (Ref.No.F.1/111/2009-R.II) Four posts of Junior Analyst (Technical) in the Deptt. of Science & Technology, Ministry of Science & Technology. Out of four posts, one post is reserved for OBC candidate and remaining three posts are unreserved. Out of four posts, one post is reserved for PH. (Orthopaedically Handicapped with Locomotor disability) candidate from any community. These posts are also suitable for PH (Orthopaedically Handicapped with Locomotor disability candidates. QUALIFICATION: ESSENTIAL: A. EDUCATIONAL: Master’s degree in Science or Mathematics or Statistics or Degree in Engineering or Technology of a recognized University or equivalent. B. EXPERIENCE: Two years experience of scrutiny and analysis of proposals or programmes related to development of Science and Technology and monitoring their implementation. DUTIES: i) To render assistance in the implementation of programmes undertaken by the Technical Secretariat of the Department. ii) To make preliminary analysis and scrutiny of the proposals/programmes/projects and to suggest for calling additional or supplementary information for final approval of the cases among other duties relating to the post and as assigned by the competent authority. HQ: New Delhi.

11. (Ref.No.F.1/95/2009-VI) Five posts of Research Officer (Engineering) in Central Soil and Materials Research Station, Ministry of Water Resources. Out of five posts, one post is reserved for ST, one post is reserved for OBC candidates and remaining three posts are unreserved.The posts are also suitable for Physically Handicapped persons with disability of Orthopaedically Handicapped/Locomotor disability/Cerebral palsy{One Arm affected (OA) or one Leg Affected(OL)} with suitable aids if their mobility is not restricted. QUALIFICATION: ESSENTIAL: EDUCATIONAL: Bachelor’s degree in Civil Engineering from a recognized University or equivalent DESIRABLE QUALIFICATION: i) Post graduate degree in Civil Engineering from a recognized University or equivalent. ii) Research experience in the field of Civil Engineering. DUTIES: i) Basic and applied research in the field of Geotechnical Engineering, concrete technology etc. (ii) Conduct both field and laboratory tests and undertake investigations of projects. (iii) Prepare project reports, technical reports, draft standards etc. (iv) All technical, administrative and accounting works as assigned by immediate officer. HQ: New Delhi but liable to serve anywhere in India.

12. (Ref.No.F.1/52/2008-R.VI) Eighty three posts of Assistant Executive Engineer (Civil) in General Reserve Engineer Force of Border Roads Organisation, Ministry of Shipping Road Transport and Highways, Border Roads Engineering Service. Out of eighty three posts, 12 posts are reserved for SC, 06 posts are reserved for ST and 22 posts are reserved for OBC candidates and remaining 43 posts are unreserved. Out of 83 posts, 02 posts are reserved for Physically Handicapped persons with locomotor disability of One Arm (OA) affected of any community. The post is also suitable for PH persons with locomotor disability of One Arm(OA) affected. Qualification essential : A. EDUCATIONAL: Degree in Civil Engineering of a recognized University or equivalent. DESIRABLE: One year professional experience in the field of Civil Engineering. DUTIES: To work as AEE (Civil) and dealing with Civil Engineering work in the forward areas to BRO units throughout India and abroad. HQ: Any where in India and Aboard.

13. (Ref.No.F.1/53/2008-R.VI) Twenty two posts of Assistant Executive Engineer (Electrical & Mechanical) in General Reserve Engineer Force of Border Roads Organisation, Ministry of Shipping Roads Transport and Highways, Border Roads Engineering Service. Out of 22 posts, 03 posts are reserved for SC, 02 posts are reserved for ST and 06 posts are reserved for OBC candidates and remaining eleven posts are unreserved. Out of 22 posts, 01 post is reserved for Physically handicapped persons having Locomotor disability of one Arm(OA) affected of any community. The post is also suitable for Physically Handicapped persons with Locomotor disability of one Arm(OA) affected. Qualification Essential : A. EDUCATIONAL: Degree in Electrical/Mechanical /Automobile Engineering of a recognized University or equivalent. DESIRABLE: Experience in overhaul, repair and maintenance of automobile, load carrying and road making machinery and equipment. DUTIES: To work as AEE (E/M) and dealing with overhaul, repair and maintenance of automobile, load carrying and road making machinery and equipment in the forward areas to BRO units throughout India, Bhutan and Afghanistan. HQ: Anywhere in India and aboard.

N.B. The age limit shown against S.Nos.2 & 8 is relaxed age limit for ST and OBC candidates.
