UNION PUBLIC SERVICE COMMISSION INVITES APPLICATIONS FOR THE FOLLOWING POSTS

1.(Ref.No.F.1/333/2009-R.VI) Ten Senior Scientific Officers, Grade-I in Engineering discipline in the Directorate General of Quality Assurance, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. Out of ten posts, two posts are reserved for SC candidates & one post each is reserved for ST & OBC candidates. The posts are also suitable for Physically Handicapped persons with disabilities of Hearing Handicapped(HH) or Orthopaedically Handicapped/Locomotor disability or Cerebral Palsy with disability of OL (One Leg affected). Qualifications: Essential: A. Educational: Degree in Automobile or Mechanical or Industrial Engineering from a recognized University or equivalent. B. Experience: Four years’ practical experience in Production / Development / Quality Assurance in the relevant field of Vehicles/Vehicle Components, Steam/Gas Turbines, AC/RO Plants, Hydraulic equipments. Desirable : i) Master’s Degree in Automobile or Mechanical or Industrial Engineering from a recognized University or equivalent. ii) Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Preparation of specifications and vetting of documents pertaining to procurement of items/stores. Technical evaluation, testing, inspection and Quality Assurance activities of equipments, systems/sub-systems and stores indented by the Services pertaining to the relevant discipline. Creation of test facilities as per various laid down standards/specifications. Value engineering studies of items/stores. Product improvement, indigenisation and development work on systems/products. Interaction with the Industry and preparation of capacity/capability reports. Technical documentation. Administration of test labs.

2.(Ref.No.F.1/332/2009-R-VI)One Senior Scientific Officer, Grade - I (Gentex) in the Directorate General of Quality Assurance, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. The post is reserved for SC candidates. The post is also suitable for Physically Handicapped persons with disability of Hearing Handicapped(HH) or Orthopaedically Handicapped/Locomotor disability or Cerebral Palsy with disability of OL(One Leg affected). Qualifications: Essential: A. Educational: Degree in Mechanical Engineering from a recognized University or equivalent. B. Experience: Four years’ practical experience in Production/Development/Quality Assurance in the field of Mechanical Engineering. Desirable : i) Master’s Degree in Mechanical Engineering from a recognized University or equivalent. ii) Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Same as in Item No.1 above.

3.(Ref.No.F.1/331/2009-R-VI) Five Senior Scientific Officers, Grade-I (Armament) in the Directorate General of Quality Assurance, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. Out of five posts, one post each is reserved for SC & ST candidates. The posts are also suitable for Physically Handicapped [Orthopaedically Handicapped/Locomotor disability or Cerebral Palsy(One Leg affected)] candidates. Qualifications: Essential: A. Educational: Degree in Mechanical Engineering or Production engineering from a recognized University or equivalent. B. Experience: Four years’ practical experience in Production/Development/Quality Assurance in the relevant field. Desirable : i) Master Degree in Mechanical Engineering or Production Engineering from a recognized University or equivalent. ii) Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Same as in Item No.1 above.

4.(Ref.No.F.1/334/2009-R-VI) Five Senior Scientific Officers, Grade - I (Electronics) in the Directorate General of Quality Assurance, Department of Defence Production, Ministry of Defence, Defence Quality Assurance Service. Out of five posts, two posts are reserved for SC candidates & one post each is reserved for ST & OBC candidates. The posts are also suitable for Physically Handicapped persons with disability of Hearing Handicapped(HH) or Orthopaedically Handicapped/Locomotor disability or Cerebral Palsy (OL)(One Leg affected). Qualifications : Essential : A. Educational : B.E./B.Tech. in Electronics/Communication Engineering from a recognized University or equivalent. B. Experience : Four years’ practical experience in Production/Development/Quality Assurance in Electronics and Communication equipments. Desirable : i) Master Degree in Electronics/Communication Engineering from a recognized University or equivalent. ii) Knowledge of German, French, Russian, Japanese or Chinese language. Duties : Same as in Item No.1 above.

6.(Ref.No.F.1/29/2010-R-II)One Deputy Director(Chemistry) in the Central Forensic Science laboratories under the Directorate of Forensic Science, Ministry of Home Affairs. Qualifications: Essential: A. Educational : Master’s degree in Chemistry/Biochemistry/Forensic Science with Chemistry as one of the subject at Bachelor of Science level from a recognized University or equivalent. B. Experience: Ten years’ experience of analytical method and research therein in the relevant field out of which at least three years’ experience should be in a Forensic Science Laboratory. Desirable : Doctorate degree in science in the relevant discipline from a recognized University or equivalent. Duties : Crime Scene Management, Crime Case Examination, giving evidences in the Courts of Law u/s 293 of Cr PC, providing guidance to the Junior scientific staff for case analysis, R&D activities on Forensic Activities and imparting training in their respective field of forensic specialization to the trainees from different investigating agencies/forensic science labs and other organizations. HQ : Hyderabad with all India service liability.

7.(Ref.No.F.1/22/2010-R-II) Two Deputy Directors (Physics) in the Central Forensic Science laboratories under the Directorate of Forensic Science, Ministry of Home Affairs. Qualifications: Essential: A. Educational : Master’s degree in Physics/Biophysics/Forensic Science with Physics as one of the subject at Bachelor of Science level from a recognized University or equivalent. B. Experience: Ten years’ experience of analytical method and research therein in the relevant field out of which at least three years’ experience should be in a Forensic Science Laboratory. Desirable: Qualifications & Duties : Same as in Item No.6 above. HQ : Chandigarh with all India service liability.

8.(Ref.NoF.1/26/2010-R-II) One Senior Scientific Officer, Gr-II(Toxicology) in the Central Forensic Science laboratories under the Directorate of Forensic Science, Ministry of Home Affairs. The post is reserved for OBC candidates. Qualifications : Essential: A. Educational: Master’s degree in Chemistry / Biochemistry / Pharmacology / Pharmacy / Forensic Science with Chemistry as one of the subject at Bachelor of Science level from a recognized University or equivalent. B. Experience: Three years’ experience of analytical methods and research in the field of Toxicology. Desirable : Experience of working in a Forensic Science laboratory. Duties : To assist the Assistant Director/Dy. Director in the examination of crime exhibits in the concerned divisions and to depose expert evidence in the courts of law as and when required. To conduct research & development and to keep liaison with other research & development organizations. Any scientific work pertaining to the laboratory assigned by the Director / Dy. Director/Assistant Director from time- to- time in day- to- day functioning of the laboratory. HQ : Liable to serve in Kolkota / Chandigarh / Hyderabad with all India service liability.

9.(Ref. No.F.1/322/2009-R-II)One Superintendent (Legal) in Legislative Department, Ministry of Law & Justice. Qualifications : Essential : Educational : i) Bachelor’s Degree in Law from a recognized University or equivalent. ii) Should have four years’ experience as an officer of the State Judicial Service OR Should have four years’ experience in the Legal Department of a State OR Should be a Central Government Servant who has four years’ experience in legal affairs OR should be a qualified legal practitioner. NOTE – I : In computing the period which a person has held any office in the State Judicial Service or in the legal Department of a State or has been a Central Government servant having experience in legal affairs, there shall be included any period during which he has held any of the other aforesaid offices or any period during which he had been a legal practitioner. NOTE –II : In computing the period during which a person has been a qualified legal practitioner, there shall be included any period during which he has held any office in the State Judicial Service or in the Legal Department of a State or has been a Central Government having experience in legal affairs. NOTE –III : The term “Qualified Legal Practitioner” in relation to this clause means an advocate or a pleader who has practiced as such for four years. Duties : Submission of legislative proposals received from various administrative Ministries/Departments for drafting of Bills, Ordinances, President’s Act and Regulations etc. Scrutiny and vetting of statutory rules, Orders etc. assigned and marked by the Group In charge. Supervision of Sections and allocation of work to the staff in the sections. HQ : Delhi.

10.(Ref.No.F.1/315/2009-R-VI) One Assistant Director, Gr – I (Weaving) in the Office of the Development Commissioner for Handlooms, Ministry of Textiles. The post is reserved for SC candidates. Qualifications : Essential : A. Educational : Degree in Textile Technology from a recognized University or Institution or equivalent. OR Diploma in Handloom Technology of a recognized Institution or equivalent. B. Experience : Three years’ practical experience (five years’ in the case of Diploma holders in Handloom Technology) in a Textile Weaving or production establishment or Institute out of which at least one year should have been in Handlooms. Duties : To be in charge of a Sub-Centre and attend to all administrative work when required including supervision of day to day work in the weaving Section of the Centre. Evolving new weaving techniques and arrange their production on experimental basis keeping in view need of consumer interest, sale ability etc.

11.(Ref.No.F.1/319/2009-R-IV)Two Assistant Directors(Official Language) in Employees’ State Insurance Corporation. Of the two posts, one post is reserved for Physically Handicapped[Blindness or Low Vision(Blind)/Hearing Impairment(Partially Deaf/Deaf)/Orthopaedically Handicapped/Locomotor Disability / Cerebral Palsy [OL/BL(One leg Affected/Both Legs Affected)] persons from any community. The posts are also suitable for Physically Handicapped persons having above mentioned disability. Qualifications: Essential: A. Educational: Master’s Degree of a recognized University or equivalent in Hindi with English as a subject at the Degree level. OR Master’s Degree of a recognized University or equivalent in English with Hindi as a subject at the Degree level. OR Master’s Degree of a recognized University or equivalent in any subject with Hindi and English as subjects at the Degree level. OR Master’s Degree of a recognized University or equivalent in any subject with English medium and Hindi as a subject at the Degree level. OR Master’s Degree of a recognized University or equivalent in any subject with Hindi Medium and English as subject at the Degree level. B. Experience : Five years’ experience of Terminological work in Hindi and/or translation work from English to Hindi or Vice-versa, preferably of technical or Scientific Literature. OR Five years’ experience of Teaching, Research, Writing or Journalism in Hindi. Desirable : i) Knowledge at the level of Matriculation of one of the languages other than Hindi, mentioned in the Eighth Schedule of the Constitution. ii) Two years’ Administrative experience including experience of organising Hindi Classes or Workshops. Duties : To assist the Joint Director(OL) when posted at Hqrs. Office of the ESIC at New Delhi. To assist the R.D./D(M)D/MS, E.S.I. Hospital in activating the work of official language i.e. Hindi, when posted in Regions/Hospitals. Any Other condition : The appointment of the candidates who are already in the State Govt./Central Govt./Public Sector undertaking, services are to be made on immediate absorption services basis.

N.B. The age limit shown against S.Nos.2 & 10 is relaxed age limit for SC candidates. The age limit shown against S.No.8 is relaxed age limit for OBC candidates. The age limit shown against all other S.Nos is normal age limit and in these cases only the age is relaxable for SC/ST candidates upto 5 years & upto 3 years for OBC candidates in respect of vacancies reserved for them.
